The Grand Opening of the 6th WEC Launched

On November 28-29, 2013, the 6th World Economic and Environmental Conference (the 6th WEC), co-organized by United Nations Industrial Development Organization (UNIDO), United Nations Educational, Scientific and Cultural Organization (UNESCO), International Energy Conservation Environmental Protection Association (IEEPA), World Society for the Protection of Animals (WSPA) and GLOBE International (GLOBE), was successfully held in China World Hotel in Beijing, and over 700 people from all walks of life attended the meeting.

Abulaiti Abudurexiti, WEC Chairman, Vice Chairman of the 11th CPPCC National Committee, attended the conference and delivered an opening remark: as a professional summit initiated in China, WEC aims to establish a win-win exchange and cooperative platform between government and enterprises in terms of climate change, sustainable development and economic growth; Titled as "move towards green and low-carbon road, deepen industrial reform, keep on harmonious development", the conference would continue to boost low-carbon sustainable development in China and the globe, pay more contribution to the national economic transformation and ecological civilization and the like.

The guests in the rostrum include He Keng, vice chairman of Finance and Economic Committee of the 11th National People’s Congress, Wang Yuqing, vice director of Committee of Population, Resources and Environment, Member of the 11th CPPCC, Liu Yanhua, Counselor of the State Council, Wei Jianguo, Vice Chairman of China Center for International Economic Exchanges (CCIEE), Wang Song, Chairman of Chinese National Committee for International Union of Biological Sciences, Jia Youling, President of China Veterinary Medical Association (CVMA), Ma Shengrong,former Vice President of the Xinhua News Agency, Zhao Jinguang, former vice president of Chinese people's Liberation Army military University, Jon Li, IEEPA secretary general, Bao Jun, president of Northeast Agricultural University, as well as ambassadors for foreign embassies, governmental officials and enterprise leaders. Edward Clarence Smith, representative of UNIDO in China, hosted the conference.

Mr. He Keng indicated that: Green and low-carbon economy is a sort of economic development form under the guidance of sustainable development concept through system innovation, technology innovation, new energy and renewable energy development, reducing high carbon energy consumption, greenhouse gases emission, with a view to achieving the win-win development of economic and  social development and ecological environmental protection.

Guy Saint Jacques, ambassador of Canada to China, pointed out: world economy is encountering the difficulty currently, and development issue is a key point for the countries in the world. But we do not neglect environmental protection and sustainable development. The economic development should not be achieved at the expense of the benefit of the future generations, and we should adopt pragmatic approach to address the issue. WEC would serve as a good platform gathering different stakeholders, different knowledge and specialty as well as different successful cases. Besides, Mr. Saint-Jacques added that from 2013 to 2015, Canada will take over rotating presidency of Arctic Council, and also welcome China to join the council, playing its positive role in boosting ecological construction and environmental protection in the region.

Mrs. Marija Adanja, ambassador of Slovenia to China, indicated that: Slovenia attached very importance to open and free trade, which is an effective way to promote sustainable development and economic growth. At the same time, the quality of the growth is also very important. We should promote inclusive and sustainable growth, support green and low-carbon economic pattern as future development direction. Besides, she proposed that the countries in the world should take positive measures to keep on continuous consumption pattern, effectively utilize and manage natural resources, realize inclusive green growth, ensure disadvantaged group to obtain profits from economic development.

Mahesh Kumar Maskey, ambassador of Nepal to China, indicated in his speech: the Third Plenum of the 18th Central Committee of the CPC specified that China would keep on green and low-carbon road, which will play an exemplary role for other developing countries to follow up, and Nepal may use that for reference to achieve its sustainable development.

Boleslaw Kosciukiewicz, minister of Poland to China, indicated that: As of 1990, Polish economy has develop fast while it still far below the level of other European countries. The per capita energy consumption here is 30% lower than the other member states of the Organization of Economic Cooperation and Development (OECD), and per capita electric consumption is 50% lower; the important development goal for polish administration currently is to chase other traditional big power. Therefore, the critical issue for us is to seek economic growth, increase energy consumption on the one hand, and reduce greenhouse gas emission on the other, which is a very difficult process. Despite that, we are making great efforts to increase renewable energy from 7% currently to 15% of total energy structure by 2020. By 2014, Poland will open the first liquefied gas pipeline, and other non-traditional gas resource in the future. Currently, we are positively discussing cooperation with Peru, France and others with a view to achieve the goal by 2015 set under UNFCCC.

Paula Parviainen, minister of Finland to China, describe the significance of environmental protection to human health and existence at the round table meeting. He said Finland had signed Memorandum of Understanding with China, under which both sides would send experts to research energy production and distribution mode, technical application in building and traffic fields, as well as increasing of energy efficiency during production process, with a view to improve the air quality in Beijing.

Charlie Powell, Humane and Sustainable Agriculture Campaign Director, WSPA International, proposed at the round-table meeting: Governmental agencies should paid special attention to develop sustainable agriculture, which is not only the foundation for human existence, but also for animal. If the agriculture develop in an unordered way, occupied a great deal of field, many animals would accordingly be affected. As we all know, the living environment for the animal is also part of sustainable agriculture.

 

Mr. Abulaiti paid a visit to the model of International Biomass Green and Low-Carbon Energy Base, as well as other 20 "Enterprise Green-Benefit" achievement exhibitions under the escort of IEEPA secretary general Jon Li.
