Analysis on Status Que and Reason of Green and Low-Carbon Development

As for green and low-carbon development, I will illustrate it in the following three aspects:



First of all, I want to start the topic discussing the presence of the haze in China. It is a well known fact that the haze in China this year had threatened more than 10 provinces and over 600~800 million people. Besides economic loss, environment and public health have also been threatened, affecting us and the future of our descendants. The situation is serious, intolerable and must be put under serious control. Several researches indicated that the over-use of energy and excessive emission of hazardous gas induces the haze. The haze has been called the “Structural Disease”.


Secondly, I would like to talk about the “Energy Disease”. Allow me to use numbers and figures to describe the energy situation in China. China is a net importer in coal mine, and in 2012 China consumed 3.62 billions of coal that occupied 51% of the global usage. The import dependence of petroleum and natural gas were 58% and 29%, respectively. According to the recent assessment of coal mining and storage quantity in China, the coal is due to exhaust in several decades. Due to the increase use in coal, the emission of CO2 has dramatically increased. Based on the calculation from the International Energy Agency (IEA), the CO2 emission in China occupies over 60% of that around the world. Moreover, China’s GDP was 10% of the global GDP while the energy utility efficiency was only 20%, which means that the energy utility efficiency in China is only half of the efficiency around the world. It is therefore essential to change the existing developing model.


Finally, I would like to examine with you the different ways to solve the problems we’re confronting. There are two kinds of patterns: energy development and saving. Energy saving can be achieved by technology and management innovation. Energy development means exploring the renewable energies potential, which has become the main focus of the international community. Like for the rest of the world, the development of the photovoltaic (PV) cell and wind powering technology had a great impact on China. However, China should still work towards having the best renewable energy developing capacity. The energy demand of China is so large that even when being responsible for a production of PV cell so excessive it led to a controversy, the renewable energy sector was still recorded as negative. There are still some transformations needed to be done in both domestic demand promotion and developing mechanism. The way to solve these new energy issues strongly depends on the reformation efforts we are willing to make. In developed countries, 70% of the energy utility belongs to production-oriented emission while 30% is life-oriented emission. In comparison, in a developing country, these two numbers are reversed: 30% of the energy utility belongs to production-oriented emission and 70% is life-oriented emission. If we want to achieve green and low-carbon development, the developing model must be changed and we are convinced China will  be able to do well in the energy and environment field.


Recently, the State Council has formulated the “No.10 National Notice” aimed at fighting the haze, which reveals the government determination for structural adjustment with the ultimate goal of controlling the haze. As for enterprises, especially the high energy-consumption ones, the high speed in transformation will progressively induce positive effect on them. These effects should be permanent and will constitute a firm basis for future development. We sincerely hope to develop green and low-carbon economy and make our sky bluer, water clearer, air fresher and people much healthier!
